Is there a cost for family health care while employed by the State department?

My husband is applying for the state department and has his oral assessment soon. If he is to get the job, would there be a cost for health care for the family, or would it be like any other job where we would have to pay for everyone but the employee?
He is applying for Foreign Service Officer, Consular affairs
